Critical infrastructure recovery:
A framework for decision-makers
The recent weather events in Aotearoa New Zealand have left communities without critical services and a significant recovery programme for councils and utility providers.
This policy brief is for anyone involved in critical infrastructure recovery. It sets out a six-stage approach to effective recovery decision-making from problem definition, hazard assessment, criticality evaluation, option development and selection, and implementation. The framework provides practical guidance for ensuring recovery investments build resilience rather than simply restoring previous conditions.
Recovery decisions made today will shape community resilience for decades.
This policy brief is based on work undertaken in 2023 as part of the MBIE funded Extreme Weather Science Response initiative.
