Understanding organisations’ needs by:

• Visiting regional offices of main end-users (Transit NZ and its Consultants and Contractors)
• Collecting their emergency procedures and reports on response activities
• Encouraging the end-users to interact and express their views amongst themselves and with the research team

• Observing and gathering in situ information on how response team react to road closure events
